Please note that the following recommendation is subject to consideration and determination by the Committee before taking effect.
Recommendation: It is recommended that the scheme for providing a zebra crossing in Highfield Road, Ilfracombe, as shown on the attached Drawing No. EATS(N)475 04 00 be approved at an estimated cost of 26,600.
1. Summary
This report details the proposals to provide a zebra crossing in Highfield Road, Ilfracombe.
2. Background
There has been ongoing and increasing concern at vehicular congestion near the entrance to Ilfracombe C. of E. Primary School. In an effort to address this issue and also to encourage children to walk to school, provision of a zebra crossing on Highfield Road is proposed. The scheme has been highlighted as a desirable improvement by Ilfracombe Church of England Primary School through the School Travel Plan process.
In addition to serving the school the proposed crossing will provide a pedestrian link to the High Street shopping area which will serve local residents and the on street parking areas south of Highfield Road.
3. Proposals
The crossing is as shown on Drawing No. EATS(N)475-04-00 attached and incorporates high friction surfacing on the approaches.
4. Financial Considerations
The estimated cost of this scheme is 26,600. The scheme is to be funded through the Towns Villages and Rural Communities programme of the Devon Local Transport Plan.
5. Alternative Options
Consideration was given to creation of an uncontrolled crossing but this was discounted because it was seen as not providing sufficient improvement of the crossing to encourage greater use by vulnerable road users.
6. Sustainability Considerations
The objectives and strategies of the Devon Local Transport Plan aim to improve travel choices including walking to reduce unnecessary use of the private car, as a contribution to improving Devon's environmental, social and economic well being.
The scheme supports this objective by encouraging walking.
7. Carbon Impact Considerations
As the scheme will encourage walking the scheme will have a positive carbon impact.
8. Equality Considerations
An Equality Impact and Needs Assessment (EINA) was undertaken for the Local Transport Plan 2006-2011, which included the 2009/10 programmes as described in this report. No negative impacts were identified.
9. Legal Considerations
There are no direct implications at this time.
10. Reasons for Reaching the Recommendation
Construction of the crossing will greatly improve the walking route for children attending Ilfracombe Church of England Primary School and other road users in the area.
